Documents and legalization — why apostille does not work here
The problem
Clients bring documents from their home countries: diplomas, marriage certificates, birth certificates, powers of attorney. UAE government bodies accept a foreign document only if it is legalized — officially confirmed as real.
Many clients know the word «apostille» — a simplified international stamp. Here is the surprise you must learn:
KEY FACT. The UAE is NOT a member of the Hague Apostille Convention. An apostille alone does NOT work for the UAE. Documents go through the longer, classic path — consular legalization.
The chain (example: a Russian document for the UAE)
- Notary in the home country certifies the document or its copy.
- Ministry of Foreign Affairs of the home country confirms the notary.
- UAE Embassy / Consulate in that country confirms the MFA stamp.
- In the UAE: MOFA attestation — the UAE Ministry of Foreign Affairs confirms the consular stamp.
- Legal translation into Arabic by a translator licensed by the Ministry of Justice (MoJ) — when the receiving body requires Arabic.
Typical time for the full chain: 3.5–4.5 weeks. This is why we always start document work EARLY — it is often the longest step of a relocation.
Special cases you will meet
- Education documents (diplomas, school certificates): may also need equivalency — recognition by UAE education authorities (MOHESR for universities; KHDA/ADEK for schools), sometimes with extra verification systems.
- Powers of attorney made in the UAE: through a local notary (including e-notary) or the client's consulate.
- Some bodies accept digital documents — always check the current requirement of the specific receiving body before promising paper or digital.
Example
Client Elena moves with her son. The school asks for his birth certificate and school records — legalized. The chain takes ~4 weeks, so we start legalization a month before the school deadline, in parallel with the visa. Elena does not run around notaries — we drive the process.

- UAE ≠ Hague: apostille alone does not work.
- Chain: notary → home MFA → UAE consulate → MOFA in UAE → MoJ translation.
